Personally I talk on a machine that is open yet it is closed. Now if you ask me how is that possible I say the system requires that you have an MDC radio. This is normally found in the Motorola nitch. However, there are after market products available to make the Japanese radios do MDC 1200. However, if somebody is on the machine with teh data burst simularto that of police radios you can talk on the machine. The TOT is set for about four minutes after that time if it had not heard teh MDC it will just it will just ignore you. The philosophy(SP) BEHIND THIS IS THAT THE mdc 1200 IS A UNIT IDENTIFIER, it has all the information on a computer attached to machine that records when you keyed up for how long and how often. The computer then has your name, address, call, and class of license. Now to become a registered user all you have to do is talk to the owner of the machine and he will get you set up on the computer. I find tis system to be very good. It keeps down on the Kerchunking. However, I have the MDC and the end of my transmision therefore I have to kerchunk to talk. But that is OK with this sytem and how it is run. Over all this aslo gives the operator(owner) the option to discontinue any person that he sees fit. The FCC, in a recent letter, stated that repeater trustees have always had the right to exclude people from using their machines. Therefore, one can conclude that there is no such thing as an "open" or "closed" repeater; that in fact all repeaters are "closed", you are operating there as a guest of the repeater trustee, and if the trustee doesn't like your operating practices, accent, ethnic background, or anything else, s/he can tell you to get off and stay off his/her repeater. Something about the radio spectrum being a public resource and laws on discrimination based on race, and such. Eventually we will do something about it, : however. I agree with AB6WR, something does need to be done about this. I visited SoCal recently and could only get one ham to talk to me on a 2m/70cm repeater the entire time I was in L.A. This compared to an area where only one 2m repeater has a subaudible tone on it due to the pagers on the same mountain. And it can be shut off with a simple 0* command and turned back on with a 1*. Most of the 440 machines has subaudible tones in the Denver metro area out of necessity from interferance, also, but none of the machines are truly "closed" to other hams. Southern California has taken the hobby out of ham radio and turned 2m into a ham-commercial band. Maybe we should petition the FCC to include a psychological exam in addition to the code and theory tests; that might help weed out the potential trouble makers who would consider jamming to show their displeasure. Recall back in December he posted an article stating how easy it is to operate in Southern California without a license, and how he bragged he had done that for years? And he has the gall to use the subject line: `Ham Radio - few problems'. I guess one never sees oneself as a problem. In December someone on here chastised me for calling him a criminal and saying `once a criminal always a criminal'; now he's jamming closed repeaters. Sigh. Back to HF CW where everyone's licensed and there's no jamming. I can assure you that in Southern California we take as dim a view of jammers as is done anywhere else. Fortunately, the problem is manageable and the jammers are reasonably few. T-hunting is big in our area, and often if a jammer gets too out of hand he gets tracked down and identified.
